This classification was established in 1976 to more effectively implement certain provisions of the Omnibus Crime Control and Safe Streets Act of 1968. Prior to 1976, documentation regarding assistance to or cooperation with local law enforcement agencies and corporations, was placed in classifications 1 and 62. In 1976 the FBI placed more emphasis on new approaches, techniques, and crime prevention equipment in reducing crime. The FBI, through the Field Offices, made a major effort to educate and assist local police departments, financial institutions, and business corporations in their efforts to combat crime. To provide emphasis, the FBI appointed a crime resistance coordinator in each Field Office and provided more crime resistance training at the National Academy.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
